Offshore Injuries Get Federal Attention

The Bureau of Safety and Environmental Enforcement (BSEE), the federal agency created after the 2010 Deepwater Horizon disaster to oversee safety on the Outer Continental Shelf, requires offshore operators to immediately report a specific list of serious incidents. This includes all fatalities, injuries requiring evacuation, fires and explosions, and loss of well control, under 30 CFR § 250.188. That reporting requirement exists because these events happen often enough, and are serious enough, to warrant close federal oversight.

According to BSEE's own incident statistics, the agency recorded 4,474 offshore incidents on the Outer Continental Shelf between 2012 and 2020. Those incidents resulted in 1,654 injuries and 23 deaths. More than 93 percent occurred in the Gulf of Mexico region specifically, which reflects how concentrated U.S. offshore oil and gas activity is in those waters.
